Congress is considering a bill that would give the Food and Drug Administion power to regulate all tobacco products and ban flavored cigarettes, with the exclusion of menthol. This exception is a concern to public-health experts, who point out that menthol cigarettes are especially popular among African Americans. Menthol cigarettes comprise about a quarter of the $70 billion worth of cigarettes sold in the United States each year.
