The European Union's health commissioner states that there are plans to strengthen the EU's efforts to curb tobacco usage. Cigarette packaging and advertising may soon face additional restrictions. Anti-smoking activists are calling for full-color graphic images of cancer-ridden throats and blackened lungs. These images would take up as much as 80 percent of cigarette packaging.
