Smokers have all but stopped purchasing cigarettes by the carton in an Arkansas city near the Missouri border, according to retailers. They are instead buying them by the pack. The cost of a carton of cigarettes in Arkansas jumped by about $10 in March 2009, when the state implemented a new $5.60 per carton tax and tobacco companies increased wholesale prices as well.
