UK Council Bans Smokers From Becomming Foster Parents

The Redbridge Council, a local goverment body in the United Kingdom, has barred smokers from becoming foster parents. The council determined that children would only be placed with smokers in exceptional circumstances, in order to protect them from the damaging effects of secondhand smoke. Great Britain's Fostering Network, a nonprofit advocacy group, said no child under five should be placed with foster parents who smoked.
