High rates of tobacco use in the armed forces harm readiness and create huge costs for the Department of Defense and the Veterans Administration. Yet widespread beliefs that tobacco control policy change "cannot" effectively be achieved stand in the way of policies to achieve a tobacco-free military and enhance the health of personnel.
